Place brown sugar, cinnamon, anise, lemon juice and peel in a saucepan. Add water. Bring to boil on medium heat. When it boils, remove from the stove, and set aside for 5 minutes for all the flavors to blend. Place pears in liquid and return to the stove. Cover and simmer for 20 minutes. Serve pears while warm. Drizzle with honey, if desired.
